Looking for a scholarship to study in France from Algeria, Morocco or Tunisia starts with sorting. Dozens of pages promise « 100% funded scholarships »; the real programmes are fewer, selective, focused on master's and doctoral levels, and often go through your institution rather than an individual application. This guide only keeps scholarships checked on official websites, with their amount when published, their calendar and their source. Keep two figures in mind: differentiated tuition fees of 2,902 euros for a licence (bachelor's) and 3,950 euros for a master's at a public university, and the 877.50 euros a month in resources required for the visa since 1 August 2026. What a scholarship to study in France covers, and what it does not
A French government scholarship usually combines three elements: a monthly allowance, an exemption from tuition fees and services (travel, insurance, housing help). The Eiffel regulations point out that any French government scholarship holder is exempt from tuition for a national degree at a public institution under the Ministry of Higher Education.

Eiffel scholarship 2027: calendar and conditions
The France Excellence Eiffel programme, funded by the French Ministry for Europe and Foreign Affairs, opened its 2027 call on 2 October 2026.

What many people miss: only French institutions submit applications. So you first apply to a programme, and the university or school puts your file forward. Each one sets its own internal deadline, necessarily before 6 January: ask in the autumn.
The main conditions of the 2027 regulations:
- be at most 29 for a master's, 35 for a doctorate;
- hold a foreign nationality: French-Algerian, French-Moroccan or French-Tunisian dual nationals are not eligible;
- target one of the seven fields: biology and health, ecological transition, mathematics and digital, engineering sciences, French history, language and civilisation, law and political science, economics and management.
The allowance has been 1,200 euros a month for a master's and 2,000 euros for a doctorate since January 2026, with direct payment of international travel, insurance and help finding housing. Campus France Algeria states that around ten Algerian winners are selected each year.
French government scholarships, country by country
Algeria
The Institut français d'Algérie (IFA, the French cultural institute) runs the France Excellence IFA - Masters programme: each year it supports Algerian students or residents of Algeria who have already completed the Campus France procedure and hold an acceptance letter for a Master 2. The IFA - Doctorate strand awards 5 grants a year to doctoral students in their 1st year in Algeria, in joint supervision in high-tech fields: 18 months of funding out of 36, six months a year in France. Morocco
The French embassy and the Institut français du Maroc offer two double-degree scholarships. The master's one targets Moroccan students at a public university or a public-private partnership institution (UIR, UM6P, UEMF), for a second master's year of about ten months in France; each university puts forward at most 5 candidates. The engineering one targets schools that recruit through the national common entrance exam, for about 17 months, with at most 3 candidates per school. Both include a monthly allowance, a free visa, reimbursement of Campus France fees, social security and a tuition exemption; neither covers the compulsory internship, and neither can be combined with another scholarship. Tunisia
The Institut français de Tunisie publishes several programmes: double engineering degrees (22 months, applications put forward by partner Tunisian public schools, with support from the Tunisian Ministry of Higher Education), partnership Master 2 grants (10 months, under an inter-university agreement) and grants for French grandes écoles (36 to 46 months, for students admitted by competitive exam after a preparatory class). Home-government scholarships: what they really fund
A frequent confusion concerns AMCI, the Moroccan Agency for International Cooperation. Its scholarships fund foreign students coming to study in Morocco, mostly from sub-Saharan Africa. They do not fund a Moroccan student leaving for France.
Home governments mainly step in by co-funding joint programmes. In Tunisia, the Ministry of Higher Education supports the funding of double engineering degrees in France. In Algeria, the French-Algerian PROFAS B+ programme, funded equally by both countries, has supported jointly supervised doctoral students; it no longer appears on the Institut français d'Algérie scholarship page, and whether it opens in 2027 should be checked with your university. Be wary of any site selling « access » to a public scholarship: none of them costs money.
Exemption from differentiated fees: how it works
At a public university, an Algerian, Moroccan or Tunisian student pays differentiated fees in 2026-2027: 2,902 euros a year for a licence and 3,950 euros for a master's, compared with 178 and 255 euros for a European student. Each university may grant a full or partial exemption, according to criteria voted by its board.
Decree no. 2026-385 of 19 May 2026 tightens this lever: a university may now exempt at most 30% of its foreign students in 2026-2027, 25% in 2027-2028, then 20% eventually. Some students fall outside this cap, for example those covered by an exchange agreement that also exempts French students received in return. French government scholarship holders remain exempt by right. An exemption granted for 2025-2026 is kept until the end of the cycle, provided you continue the corresponding programme at the same institution.
In practice: ask each university for its exemption criteria and calendar, without building your budget on an uncertain exemption. The cost items are detailed in Campus France fees and the full budget.
Erasmus+: international credit mobility
Erasmus+ is not just for Europeans. International credit mobility lets a student from an Algerian, Moroccan or Tunisian university spend one or two semesters at a partner university in France, while staying enrolled at home and having the credits recognised. Three rules:
For a full degree, Erasmus Mundus Joint Masters, run by at least three institutions in three countries, offer full scholarships to the best applicants worldwide; the Commission says applications are usually filed between October and January, directly with the consortium.
Institutional scholarships and the Campus Bourses catalogue
Universities, schools, local authorities and foundations also offer their own aid. Campus France's Campus Bourses catalogue lists them, with filters by nationality, level and field. Many take the form of a fee reduction rather than an allowance: read the rules before counting on one.
A scholarship does not always replace the 877.50 euros a month
For the student visa, the consulate requires resources of at least 877.50 euros a month for applications filed since 1 August 2026. A scholarship certificate is one of the accepted proofs, on one condition: its amount must reach that threshold.
- An Eiffel scholarship (1,200 euros a month for a master's) covers it on its own.
- A scholarship whose allowance stays below the threshold, or that covers only part of the year, must be topped up with another proof: sponsor, transfer or blocked account.
- A fee exemption is not a resource: it lowers your costs but proves nothing to the consulate.

When should you apply for the Eiffel scholarship 2027?
The 2027 call opened on 2 October 2026, and French institutions must submit files to Campus France by 6 January 2027. You do not apply yourself: the institution that admitted you puts your application forward, with its own earlier internal deadline. Results come out in the week of 12 April 2027.
How much does the Eiffel scholarship pay per month?

Does the AMCI scholarship fund studies in France?

A Moroccan student aiming for France should look at the French embassy scholarships in Morocco, the Eiffel scholarship or their institution's programmes.
Does a scholarship exempt you from proving 877.50 euros a month for the visa?
Only if it reaches that amount. A scholarship certificate is one of the accepted proofs, and an Eiffel scholarship of 1,200 euros a month is enough on its own. A scholarship below the threshold, or limited to part of the year, is topped up with a sponsor, a transfer or a blocked account. A fee exemption does not count as a resource.
Can you be exempted from differentiated tuition fees in France?
Yes, but less and less. Each university may grant a full or partial exemption under its own criteria, within the limit set by the decree of 19 May 2026: 30% of its foreign students in 2026-2027, 25% in 2027-2028. French government scholarship holders remain exempt by right. Without an exemption, count on 2,902 euros for a licence and 3,950 euros for a master's.
