Registering your arrival with the municipality in Belgium: the 8-day deadline, the community officer's visit, the residence card

With a D visa, you have 8 working days to report to the municipality. Then the community officer checks your address, the municipality registers you in the foreigners' register and orders your electronic card (20.70 euros federal price in 2026, plus a municipal tax).

Arriving in Belgium with a D visa (studies, family reunification, work)? You have 8 working days from your entry into the country to report to the municipal administration where you live. The local police then check that you really live at the declared address, in principle within 15 working days. If the check is positive, the municipality registers you in the foreigners' register and orders your electronic residence card (most often an A or F card), which is ready in two to three weeks, with its PIN and PUK codes.

This article covers that first step. For the overview by visa, read the central page arriving in Belgium with a D visa.

The deadline: 8 working days after entering Belgium

The rule comes from article 12 of the Aliens Act of 15 December 1980: the registration request must be filed « within eight working days » of entering the Kingdom when the residence authorisation was obtained abroad, which is the case with a D visa. The Immigration Office pages sum up the rule as « within 8 days of your arrival ».

So count in working days: Sundays and public holidays do not count. But do not play with the limit. Many municipalities only see people by appointment, and the first free slot can fall after your deadline. Write or book as soon as you arrive, and keep proof of your request (sent e-mail, booking confirmation).

This deadline assumes an address. Without housing, the municipality cannot register you: the University of Namur reminds its students of this in 2026. If you are still searching, read our guide to finding housing in Belgium.

Booking an appointment: a few large municipalities

Each municipality runs its own foreigners' department. Opening hours, channels and the exact documents vary from one municipality to the next: always check your municipality's official website before going.

  • City of Brussels (1000 Brussels): the department is at the Brucity administrative centre, rue des Halles 4. The City offers online booking and a section for students from outside the European Union. After the first appointment, the community officer visits you; if the check is positive, a second appointment is set for registration and for ordering the A card.
  • Namur: population department on the Esplanade de l'Hôtel de Ville, open Monday to Friday from 8 am to 4 pm, preferably by appointment (081/24 60 00). UNamur's 2026 guide mentions a fee of 6 euros at registration and states that only original documents are accepted, no copies or scans.
  • Liège: foreigners' department at the Espace Guillemins, Potiérue 5, reachable at service.etrangers@liege.be according to the University of Liège.
  • Ottignies-Louvain-la-Neuve: UCLouvain says foreign students register at the town hall, by appointment, with a first contact by e-mail.

Living in Ixelles, Schaerbeek, Etterbeek, Mons or Charleroi? The principle is the same: look for the « foreigners » or « first registration » page of your municipality.

What to bring

The exact list depends on the purpose of your visa and on the municipality. The common base:

1Your passport with the valid D visa.
2Proof of your address: the lease, ideally registered. Registering the lease is free and mandatory in Belgium.
3Recent ID photos (two in Namur for students, for example).
4The documents linked to the purpose of stay: enrolment certificate from the institution and proof of means of subsistence for a student; marriage or birth certificate for a family member; work documents for an employee.
5Proof of health insurance when required (it is for a student's A card).
6Money for the municipal fees.

Bring the originals and a copy of each document. A document in a foreign language may need to be translated or legalised: the municipality will tell you.

The community officer's visit

After your visit to the municipality, the local police check that you really live at the declared address. This is the residence check, usually carried out by the community officer.

According to the Federal Public Service Interior circular of 13 June 2025, this check takes place in principle within 15 working days of your declaration. What the officer checks:

  • that you are met in person at the address: the circular states that the check is not done by phone and cannot be closed on a simple statement at the police station;
  • that you really live there: your name on the doorbell or letterbox helps a lot;
  • the factual elements of your main residence (where you go back after classes or work, where your spouse lives, where the children go to school).

The lease alone is not enough: the same circular recalls that a rental contract does not on its own prove residence. Several visits are sometimes needed. If the officer does not find you and leaves a notice of visit, follow the instructions right away (call, set a time slot). During those days, stay reachable and put your name clearly on the doorbell.

If the check is negative, the municipality must notify you of a reasoned decision of non-registration. An appeal is possible with the Federal Public Service Interior within 30 calendar days of that notification.

Registration in the foreigners' register and national register number

Positive check: the municipality registers you in the foreigners' register. The registration date is the date of your declaration to the municipality, not that of the officer's visit. You then receive a national register number, which will appear on your card. This number follows you everywhere: health insurance fund, bank, employer, taxes.

While waiting for the card, the municipality gives you a temporary document. Two cases for students, according to the Immigration Office:

  • you have handed in proof of enrolment and health insurance: the municipality issues an A card, valid for one year and renewable;
  • the health insurance (or final enrolment certificate) is missing: you receive a registration certificate (attestation d'immatriculation) valid for 4 months from your entry into Belgium. You must bring the missing proof no later than 15 days before it expires, otherwise you receive an order to leave the territory.

The details of a student's first month are in our article international student in Belgium: the steps of the first month.

Which electronic residence card?

CardWhat it meansWho usually gets it
ALimited stayStudent, worker, family member of a foreigner with limited stay
BUnlimited stayStay of unlimited duration (some family reunifications, after a few years)
FFamily member of an EU citizenSpouse or child of a European, and in some cases of a Belgian
HEU Blue CardHighly qualified worker
K and LSettlement, long-term residentAfter several years, valid for 10 years

For family reunification, the Immigration Office states that the municipality issues an A card or an F card depending on the situation: see our article family reunification in Belgium: what happens after arrival.

Card issuance: photo, codes, cost, timing

At the ordering appointment, the municipality records your photo and, for a third-country national card, your fingerprints. Then:

  • The PIN and PUK codes arrive by post, in a sealed envelope, at your address. The municipality of Saint-Josse-ten-Noode mentions dispatch within 10 working days. Keep this letter: without it, you cannot activate the card.
  • The card is delivered to the municipality. You collect it with the code letter to activate it at the counter.
  • Timing: count two weeks in the normal procedure according to Saint-Josse-ten-Noode, two to three weeks according to Etterbeek.
  • Cost: the 2026 federal price of an A, B, H, K or L card is 20.70 euros for an adult, and 20.10 euros for an F card, municipal tax not included. The municipality adds its tax: Saint-Josse-ten-Noode charges 25 euros in the normal procedure and 140 euros in the urgent procedure (2 days). Your municipality may charge a different amount.

The PIN code is then used to log in to Belgian online services with a card reader, and to your municipality's portal.

Arriving late: what you risk

The 8-working-day deadline is a legal obligation. Being a few days late is usually fixed by reporting as soon as possible with an explanation. But the risks are real:

  • the Act of 19 July 1991 on population registers punishes breaches of its registration rules with a fine of 26 to 500 euros;
  • your D visa has a limited duration: every week lost shortens the time left to get the card before it expires;
  • for a student holding a registration certificate, missing the deadline for the proof leads to an order to leave the territory.

After registration: the next steps

Once registered, you can move on: join a health insurance fund with your national register number, open a Belgian bank account, and for students, already prepare the renewal of the A card. The entry page of the series sums up each country's deadlines: arriving in Europe with a long-stay visa.

Moving later: the change of address

Every move within Belgium is declared to the municipality of the new home within 8 working days of actually moving in, even within the same municipality. A new residence check follows, under the same conditions as the first. After the positive check, the municipality updates the address on your card. Not declaring a move exposes you to the same fine, and a letter from the Immigration Office sent to your old address may never reach you.

Finding your compatriots

Compatriots who are already settled know the municipalities where appointments come quickly and the documents the counter really asks for. Frequently asked questions

How many days do I have to report to the municipality in Belgium?

With a D visa obtained abroad, you have 8 working days from your entry into Belgium, under article 12 of the Act of 15 December 1980. Sundays and public holidays do not count. Book your appointment on the first day, as many municipalities only see people by appointment.

When does the community officer come for the residence check?

In principle within 15 working days of your declaration to the municipality, according to the FPS Interior circular of 13 June 2025. The officer must meet you in person at the address, and several visits are sometimes needed. Going to the police station is not enough to close the check.

How much does the electronic residence card cost in Belgium?

The 2026 federal price is 20.70 euros for an adult A, B, H, K or L card, and 20.10 euros for an F card. Each municipality adds its tax: Saint-Josse-ten-Noode, for example, charges 25 euros in the normal procedure and 140 euros in the urgent one. Check your municipality's rate.

How long does it take to get the A card?

The card is only ordered after a positive residence check. Then count two to three weeks in the normal procedure (two weeks in Saint-Josse-ten-Noode, two to three in Etterbeek). The PIN and PUK codes arrive separately by post, and you must bring them to activate the card at the municipality.

What do you risk if you report to the municipality after 8 days?

The Act of 19 July 1991 on population registers provides for a fine of 26 to 500 euros for breaches of its registration rules. Delay also cuts the time left before the D visa expires. Report as soon as possible, with proof of your efforts to get an appointment.

Do you need to declare again when moving within Belgium?

Yes. Any change of main residence is declared to the municipality of the new home within 8 working days of moving in, even within the same municipality. A new residence check follows, in principle within 15 working days, then the municipality updates the address on your card.
